At its meeting on 28 February 2017, the Council of States rejected two motions and two professional initiatives for the creation of tax incentives for comprehensive energy-efficiency improvements.

According to the following motions and professional initiatives, incentives should be created for comprehensive energy-efficient refurbishment:

The Council of States rejected both the professional initiatives and the two motions in its session of 28 January 2017. The National Council, on the other hand, had accepted the two motions (as the first advisory council).
