On October 29, 2025, the Federal Council published the report "New regulation of VAT in the area of healthcare: simplification, competitive neutrality and relief for consumers" in fulfillment of postulate 23.3132 Noser of March 14, 2023.

According to the Federal Council, abolishing the VAT exemption for healthcare services would lead to more administrative work, high conversion costs and, in some cases, considerable financial shifts. Despite possible simplifications for some companies, the disadvantages outweigh the advantages, as similar services would be treated unequally and private healthcare costs would become more expensive.
